Regional Wastewater Treatment Facility
![]() Civil works begins on the new lagoon expansion | The City of Winkler operates a lagoon-based wastewater treatment system consisting of a series of nine (9) individual cells. The lagoon infrastructure is located north-east of the City, off Provincial Road 428 and 15 N. The lagoon system was originally constructed in 2001 and expanded in 2005 when additional cells 8 and 9 were added. As the City has been expanding, additional capacity was forecasted to be required to continue to provide adequate service for the City and surrounding RM of Stanley. The City and RM engaged a consultant to complete an investigation and feasibility study to complete upgrades to the Lagoon system. The feasibility study recommended expanding the lagoon with an additional storage cell and installing “SAGR” treatment cells. A funding and construction plan was developed to help form an agreement between the RM of Stanley, City of Winkler and various granting partners. This agreement would facilitate the completion an expansion of the existing Lagoon facility with the recommendations of the consultant taken into consideration. |
As a separate project, the RM of Stanley would install their own piping to connect to this new facility. A public tendering process was completed, and Penn-Co was selected to complete the new regional wastewater treatment facility expansion.
The work started in May of 2024 and is scheduled to be completed in late 2026.
