NOTICE OF PLEBISCITE

ON THE LOCAL RETAIL SALE OF CANNABIS

CITY OF WINKLER

Notice is hereby given that a vote of THE CITY OF WINKLER will be taken to determine whether the retail sale of cannabis will be permitted within the municipality.

Voters will be asked the following question:

Should licensed retail cannabis stores be allowed in THE CITY OF WINKLER?

  • Yes, they should be allowed.
  • No, they should not be allowed.

Voting opportunities will occur at the same time as the 2018 general municipal election.

VOTING PLACE

Voting place will be open for voting on Wednesday, the 24th day of October, 2018 between 8:00 a.m. and 8:00 p.m. at Winkler Elementary School.

IDENTIFICATION MAY BE REQUIRED BEFORE BEING ALLOWED TO VOTE. A person may be required to produce one piece of government issued photo identification (for example - driver’s license or passport) or at least two other documents that provide proof of identity.

ADVANCE VOTING

For the purpose of accommodating persons who are qualified to vote, but who have reason to believe that they will be absent or otherwise unable to attend their proper voting place on election day, an advance voting opportunity will be located at Council Chambers at City Hall, 185 Main Street, and will be open October 17th, 2018 between 8:00 a.m. and 8:00 p.m.

MOBILE VOTING

For the purpose of accommodating persons who are qualified to vote, but reside at a health care facility, a mobile voting station will be set up at the following health care facilities on Election Day:

1. Boundary Trails Health Centre (Meeting Room) 9:00 AM – 11:00 AM

2. Eden Mental Health Centre (Gym) 1:00 PM – 3:00 PM

3. Salem Home (Heritage Room) 4:00 PM – 6:00 PM

APPLICATION TO VOTE BY SEALED ENVELOPE

A voter who is unable to go in person to the voting place or vote in advance, may apply in person, in writing, or by fax to the senior election official at 185 Main Street, Winkler, MB R6W 1B4, fax:(204) 325-5915.

If applying in person*, a voter may apply between September 26th, 2018 and October 21st, 2018.

* A voter applying in person may pick up a sealed envelope ballot package at the time of application.

If applying by mail or fax**, a voter may apply between July 26th, 2018 and October 21st, 2018.

** A voter applying by mail or fax will receive a sealed envelope ballot package by regular post, or by making alternative arrangements with the senior election official.

Information for Potential Candidates

If you plan on running in the 2018 Municipal Election, here is some important information for you.

  • The term of office for all elected candidates is four years
  • The positions of the Mayor and Council in the City of Winkler are deemed "at-large” positions, which means that each individual elected represents the City of Winkler as a whole, and not a particular ward or section of the community. One (1) Mayor candidate and six (6) Councillor candidates are elected from over 7000 city-wide eligible voters.
  • For registration applications and/or nomination papers, please contact the Senior Election Official at City Hall.

Qualifications of Candidates

  • A Canadian citizen
  • At least 18 years of age on the day of the election
  • A resident of Manitoba
  • An eligible voter in the City of Winkler (to qualify as a voter you must be a resident or property owner in the municipality for at least six months before Election Day)

You can best familiarize yourself with the duties of council by talking to members of Council or Administration; by spending some time reading Council minutes and agendas and by reviewing the City of Winkler website for more information.

Everyone is welcome to attend Council meetings. Meetings are held the 2nd & 4th Tuesdays of each month at 6:30 pm in Council Chambers at 185 Main Street. Committee of the Whole Meetings are held every 4th Tuesday of the month in the afternoon. Both agendas for these meetings are available on the City of Winkler website the Monday before the meeting.
