Education and Health are important in Winkler's community and economic life. The two sectors employ almost one fifth of the work force in the City of Winkler and the surrounding R.M. of Stanley. They have combined annual budget of just under 30 million dollars.

Garden Valley School Division
Garden Valley School Division is a dynamic, innovative, and visionary school division located in the heartland of industrialized south central Manitoba. It has a student population of 3537 and is growing at a rate of approximately 90 students per year. The City of Winkler, the industrial hub and home to the division's administrative office, high school, and four of its seven early and middle years administrative units, has all the amenities of a larger city within a rural setting. It is a seventy-five minute drive south of the capital, Winnipeg, and twenty minutes north of the United States border.

Private Schools
While there are no private schools operating in the city of Winkler, the Valley Mennonite Academy operates two private schools in the rural area south of the city. These schools have a combined enrollment of 134 students with 8 full time teachers and 8 full time equivalent Education Assistants. Instruction uses the Christian Light Education material and covers Kindergarten to Grade 12. The academy is run by a local board and is independent.
Red River College
Winkler is the site of one of four regional centers for Red River College. The Winkler campus delivers Continuing Education Programming, Market Driven Training courses, and Distance Education. Year one of the RRC two year Business Administration program is offered locally as well as the Office Technician Program, the Administrative Studies Program, Bookkeeping and Accounting for Small Business, and an active offering of computer training on modern up-to-date equipment. The Winkler location serves approximately 1200 students of the region annually and employs approximately 45 part-time instructors. The center works together with numerous community partners in the delivery of training and educational opportunities.

Pembina Valley Learning Center
The Pembina Valley Learning Centre offers full-time basic literacy skills training from late October to April for recipients of Employment Insurance. The centre assesses individual needs and tailors study programs for individual clients. The centre is funded by Manitoba Education Training & Youth.
